Councillors initially voted to include “character” protections in planning laws, aiming to ensure that developments reflected the unique identity of towns like Culburra and Berry. But just two weeks later, the decision was paused, leaving communities and developers alike in limbo. The lesson? Without clear, consistent planning, everyone loses.
